Uganda Parliamentary Forum for Persons with Disabilities (UPFPWDs) is a non-partisan forum comprising of Members of Parliament (MPs) with the conviction and commitment to promote full participation of person with disabilities(PWDs) in all legislative and policy making processes.
Prior to UPFPWDs incorporation in 2022, PWDs issues were mainly presented to Parliament of Uganda for discussion by the Uganda Parliamentary Group for PWDs which comprises of 5 MPs. UPFPWDs plays a major role in Uganda in promoting collective bargain and support from MPs in issues affecting PWDs. The Patron of UPFPWDs is Rt.Hon. Anita Annet Among who is the Speaker of Parliament of Uganda.
In 2023 Uganda AIDS Commission, National Union of Disabled Persons of Uganda (NUDIPU) and (Spina Bifida and Hydrocephalus Association of Uganda) SHAU supported the official launch of the Forum. We will forever be grateful for their contribution.
UPFPWDs Has Four Strategic Objectives
# To advocate for the welfare and rights of PWDs through influencing laws, policies and programmes for empowerment of PWDs at all levels
# Human dignity for all persons with disabilities
Our core values
UPFPWDs is managed by 9 board members which are elected by the members of UPFPWDs. The secretariat is headed by the Executive Director(ED) who is deputized by the Assistant. Other staff are project officers, administrator, accountant and sign language interpreters.
UPFPWDs is a member of National Coordination Committee on PWDs and it works with its partners in identification of challenges faced by PWDs and gaps in existing policies and laws so as to influence policies, laws and programs for empowerment of PWDs.
UPFPWDs looks forward to contributing to sustainable inclusion of PWDs in all sectors of the economy in Uganda. Integration of PWDs rather than genuine inclusion and ever decreasing resource availability and dwindling budget allocation is adversely affecting PWDs well-being. Therefore not only political will is needed but also actions which promote sustainability of inclusion and access to services by PWDs.
UPFPWDs contribution has been vital in promotion of PWDs well-being through mobilization and promotion of political will and MPs’ participation in influencing policies and laws for full inclusion of PWDs in all sectors of the economy and sustainable funding of services and implementation strategies which benefits all members of the society including PWDs.
